Are Handicapped people accountable for laziness? I know a..?

I know a guy in is 50's he drives, does warehouse work 3 hours/day talks well but cannot use simple tools well very akward, he is intimidated by anything like he cant wrap a box with gift paper he just gives up. He can use a computer tho. He is extremely lazy and talks about food stamps as if its a prize. He was severly abused growing up and is angry alot. Is he accountable for being real lazy which is all the time or is it a controlled action.
