3 weeks into a strict workout regimen and no results yet. Is this normal?

I started a workout regimen that consists of running 6 days a week for 45 minutes (13-14 min. miles). My goal is to lose 2" in my fatty thighs. At the end of 3 weeks, the only thing I notice is that my stomach has gotten a little tighter. I'm getting discouraged. When will I see results?
