Why doesn't Obama pursue rationing like Carter did?

Don't get me wrong. I like all the regulations that keep corporations busy trying to come with ways to meet limits and pollute less, but why not set national caps on goods like the Fed does on interest rates? Each citizen would receive a ration, when you use it up, you lose it. Its a great way to get people thinking a certain way and a country to get focussed.
