If I get my hair done at Merle Norman, do they still charge you for a makeover?

Some say you have to buy makeup, some say it's just strongly suggested. I've also heard that if you get your hair done, they'll buy it for free because it's like you're paying for $35 in merchandise. So, does anyone know?
